Program Overview:

The International Trade Administration (ITA) Office of the Chief Information Officer (OCIO) Customer Relationship Division (CRD) supports the strategic delivery of digital solutions, enterprise services, and technology alignment across ITA’s global footprint. The CRD plays a critical role in improving customer engagement, optimizing business processes, and enhancing digital service offerings. This project aims to advance ITA’s modernization initiatives by providing program management, process reengineering, customer experience analysis, and technical documentation services to streamline enterprise IT support and align service delivery with mission goals.

As part of this effort, RIVA Solutions is supporting the ITA OCIO in enhancing internal service delivery frameworks, implementing performance metrics, and ensuring the seamless execution of IT modernization initiatives through collaborative project execution, robust documentation, and stakeholder communication.

Position Overview:
RIVA Solutions is seeking a Senior Project Manager to lead program performance and delivery in support of the U.S. Department of Commerce's International Trade Administration (ITA) Office of the Chief Information Officer (OCIO), Customer Relationship Division (CRD). This position is responsible for overseeing all aspects of project lifecycle delivery including strategic planning, vendor task management, financial oversight, customer interfacing, and ensuring contractual performance.

 

Core Responsibilities:

  • Lead and manage large-scale, multi-task technical and administrative projects.
  • Provide oversight of contract performance, resource allocation, and quality assurance.
  • Supervise project personnel and manage scheduling, staffing, and deliverables.
  • Serve as the primary interface with government stakeholders.
  • Oversee the integration of subcontractor tasks and ensure deliverables meet performance standards.
  • Conduct risk management, project reporting, and contract compliance.
  • Facilitate communication among cross-functional teams and the client.
  • Recommend solutions and guide the team through complex problems.

Minimum Qualifications:

  • Bachelor’s degree in a related field
  • Minimum of 8 years of relevant experience, including at least 4 years in a supervisory role
  • Project Management Professional (PMP), FAC/PPM, or equivalent certification
  • Demonstrated experience managing IT-focused government contracts
  • Strong leadership, communication, and client relationship skills
  • Experience with financial oversight, contract administration, and vendor management

Preferred Qualifications:

  • Familiarity with the Department of Commerce or other federal agencies
  • Agile or Scrum certification
  • Knowledge of CRM or digital service delivery projects

Salary: Up to $170,000/ year based on experience
